  1. I read the original article in german and there is nothing about
    these points in the article.

    They can levy fines but you just go to court and everything is thrown out.

You are correct that the article which Sachetti links to does not list the measures which he reports, but as the news articles about this are not giving the actual text of the law, but are specifying only some of the measures and powers it grants the federal government in Germany, it is not clear that he is incorrect. So if anyone can find the actual text of the new law, I would appreciate they share a link to it here in the comments.

    ‘Breaking quarantine rules can result in fines of up to €25,000 or even 5 years in prison. Breaking quarantine can legally be considered as bodily injury or attempted bodily harm which accounts for the strict rules around it. These rules have been enforced up to now with over 35,000 people receiving fines for various breaches of quarantine and other corona rules. In Hamburg alone, close to €1,000,000 in fines have been handed out.’

    ‘Risk areas in Germany refers to areas where there are 50 or more new infections per 100.000 inhabitants within a week. If you are living in such a risk area it is advised not to travel to other areas, however if you do travel you may face difficulties in booking hotels / hostels and other forms of accommodation. The rules on this matter depends on the rules of individual cities and areas.’

    Merkel faces uphill battle to pass bill
    Passing the bill is likely to be an uphill battle for Merkel, with state governments reluctant to cede authority over healthcare to the federal administration.

    Her speech in parliament was interrupted by heckling from legislators belonging to the far-right Alternative for Germany (AfD) party, which has been vocally and persistently opposed to COVID-19 lockdowns.

    Merkel has also faced criticism from within her own conservative bloc, which opinion polls suggest will suffer their worst ever result in an upcoming September national election.

    The proposed change to the Infection Protection Act must be approved by the lower house of parliament and the state-run upper house.

    The lower house is expected to vote on the bill next week, with the upper house to follow.

    AfD voices opposition
    Merkel acknowledged that the new powers were no bulletproof solution to the pandemic, which she said could only be defeated with vaccinations.

    However, she called for coordination across various levels of government to limit the spread of the more transmissible coronavirus strain, known as the Kent or UK variant, sweeping across Germany.

    “There is no way around it. We need to stop this third wave of the pandemic,” she said.

    “And to achieve this we need to better combine the strengths of the federal, state and local governments than we have been.”..’
