The title of the article is in no way supported by the text of the article. For the PM says, instead of sending weapons, we are now defending ourselves with the most modern weapons. Such a grammatical structure in English, at least, does not necessarily exclude that both are true at the same time, since it certainly sounds like a change in priority but it does not certainly signify an end of the prior behavior.
