At the expense of 480 euro per attendee, it would have been cheaper to put up everyone for free at a hotel than stage the WYD in Portugal.

I believe everything involved with the Dicastery of Faith will flop. They are not on God’s side.
Calling it a dicastery is a double entendre, because in one sense, a dicastery is where things are judged, and thus this new body aims not to judge heretics but the Faith itself.
To me WYD might have been a good idea the first time, but it was taken over to indoctrinate the youth to a global church with out Jesus as the main event.
The way to win the youth, if we are to use the word “win” is to every diocese do their part individually to cultivate the minds of the youth, to evangelize the youth in their own parishes within their diocesan territory.
Those that come up with the best solutions and results will become a template for other Diocese to follow. But at present, most bishops are relying on the leadership in Rome or at the national level to come up with a solution, but the only solution that we have seen in the last 50 to 60 years is lazy bishops waiting for “someone else to lead or come up with the solution”. The result is the freemasons have taken over the high positions of the church and the laziness of most bishops to try something at their local level is the resulting decay that we see.
Many people will leave their close-by parishes and travel to a well run parish if they can. So that tells me that the solution is to start at the local parish level. We the people, the believers need to DEMAND a traditional old fashion mass in Latin or the way it was done before the Novus Ordo. A mass like in 1957, part in Latin and part in local vernacular. A mass where the emphasis was in the consecration of the body and blood of Christ. That is what we yearn for. That is what the youth is yearning for, the stories of our parents and grandparents of the way things were.
There has been an explosion of youth and young families in our parish the last couple of years. It brings my heart joy. And it proves there is a hunger and desire for faithful Catholicism.
And btw, not one word about WYD has been uttered or published in parish materials.
You have a holy and sane priest.
