This document not only includes sexual abuse of minors and vulnerable adults, but also harassment of seminarians, and by superiors.

Laws are only as good as their enforcement. Only time will tell if this is merely virtue-signalling. Will these laws apply to Cardinal Cupich and his ilk, around the world ? Wait and see.
